A federal grand jury in the Eastern District of Virginia has indicted Virginia State Sen. Lillie Louise Lucas, 82, of Portsmouth, and six others in an eight-count case. Prosecutors allege a racketeering conspiracy built around marijuana sales, along with money laundering, honest services fraud through bribery, maintaining drug-involved premises, a firearm count and wire fraud. Lucas has served in the Senate since 1991, has been president pro tempore since 2020, and chairs the Senate Finance and Appropriations Committee. DOJ says seven people were arrested or surrendered on Oct. 22.

Core Tension

DOJ describes a “Lucas Enterprise,” which it says Lucas led with two daughters, a grandson and business associates. Prosecutors allege she used her office to shield the business from scrutiny and to influence legislation that helped it. FBI Director Kash Patel puts the alleged scheme at about $4.5 million over five years. These are the government’s allegations. None has been tested in court. The release does not say whether Lucas has entered a plea, who represents her, or whether she will keep her Senate leadership posts. The bribery allegation involves an unnamed co-conspirator and unnamed “other officials, including legislators.” No other legislator is charged.
