About 20.8 million people in Original Medicare Part B are set to get a one-time $90 payment in October, paid from a Medicare account Congress created in 2008 and, until now, never spent. The money is real and it comes out of existing law. The fine print is in who gets left out, where the money comes from, and when it arrives.
Core Tension
The White House calls a one-time $90 check the first time any president has used a Medicare fund that “has never before been utilized” to lower seniors’ costs. But an estimated ~$1.9 billion (Kelvic arithmetic: 20.8 million eligible × $90, per CMS; no official cost published) comes from Medicare’s own trust funds, under a statute written for “improvements” to the fee-for-service program. It reaches only a subset of beneficiaries: no Medicare Advantage enrollees, no one on Medicaid premium help, and no one who pays IRMAA. It covers less than half of one month’s $202.90 standard premium. And it arrives, followed by a letter from the President, weeks before the Nov. 3 midterms, with no published legal or actuarial justification for this use of the fund located so far.
