What the orders do
These are mostly process directives — reviews, determinations, and reports on 60–90 day clocks — not finished outcomes on signing day.
Order 1 — Supporting America’s Ranchers
- 90-day regulatory review — Secretaries/heads of Agriculture, Interior, USTR, FDA, and SBA assess agency rules and guidance affecting ranchers and recommend steps for financial viability and market access (EO text).
- Wolves — Interior has 90 days to decide whether gray and Mexican wolves meet Endangered Species Act criteria for delisting or downlisting; if so, begin that process. The order also points toward legislative recommendations, state engagement, and updates to depredation compensation and lethal-removal standards.
- Country-of-origin labeling for beef — Agriculture, with USTR, reviews legal authority for mandatory beef COOL and may regulate only where law allows, or seek legislation.
- Consumer prices — agencies directed to pursue lower prices where legally possible.
Order 2 — Fair competition / market access
- Packers and Stockyards Act — Agriculture to prioritize and expand investigations; increase investigative capacity; coordinate with DOJ; report within 60 days; review/strengthen regulations under the Act (EO text).
- Interstate market access — expand State Meat and Poultry Inspection, Cooperative Interstate Shipment, and Talmadge-Aiken participation; training for small processors; a USDA coordinator; modernize inspection focus on core food safety; 60-day reports on barriers.
- Processing capacity — establish a Strengthening Processing for U.S. Ranchers guaranteed loan program for small and regional beef processors.
Both orders are subject to applicable law and available appropriations. They create no private right to sue.
