Package note: analyzes the White House release “Trump Accounts Put 70 Million Kids on the Path to Financial Freedom” (October 7, 2026), read against the law that created the accounts, Public Law 119-21 (H.R. 1, the One Big Beautiful Bill Act, which the White House now calls the “Working Families Tax Cuts” legislation; enacted July 4, 2025), §70204, which added 26 U.S.C. §530A (Trump accounts), §6434 (the $1,000 pilot contribution), §128 (employer contributions) and §139J. It also draws on the IRS/Treasury temporary regulations (TD 10056, Sept. 30, 2026) that created automatic enrollment, the still-proposed pilot-program regulations (March 9, 2026), and the IRS Form 4547 instructions. The release is an executive announcement. Enrollment, deposit and income figures are administration numbers that no independent count has confirmed. All projections labeled “Kelvic arithmetic” are this desk’s calculations, not official estimates.

Treasury has now opened a Trump Account, which works like a traditional IRA for a child, for nearly every child under 18 with a Social Security number. That is about 70 million accounts, by the administration’s count, more than 60 million of them created automatically starting Oct. 1. The accounts are real and so is the automatic enrollment. The fine print is in which money actually lands without a parent acting, and in what the White House’s “estimated half a million dollars by retirement” line assumes.

Core Tension

The White House says automatic enrollment gave “every American child under 18, with a Social Security number,” an account, and that parents “just have to claim” it to “unlock what’s waiting.” But the law makes the federal $1,000 seed a separate election that the Treasury Secretary “cannot make” (26 U.S.C. §6434; TD 10056). It is limited to U.S.-citizen children born 2025–2028, so most of the ~70 million account holders, born before 2025, can never get it. Auto-enrollment by itself does not deliver it to the rest. What does arrive with no paperwork is private money: the Dells’ $250 for children born 2016–2024 in qualifying ZIP codes. Federal seeds paid so far total $1.3 billion, per the White House (a figure a Treasury tax counsel repeated Oct. 8; no Treasury data published), or about 1.3 million children (Kelvic arithmetic). Meanwhile, “half a million by retirement” holds only as a nominal number: a lone $1,000 seed left untouched for 65 years at roughly 10% a year, with no fees or withdrawals. That is worth about $98,500 in today’s dollars at 2.5% inflation, or about $115,000 at the 10.26% return implied by CEA’s own age-18 figure (Kelvic arithmetic). The CEA study the White House links to for the figure never projects past age 28.
