Trump Proclaims American Declaration of Freedom in Space

President Donald J. Trump signed a proclamation on November 3, 2026, declaring that the solar system and all of outer space beyond Earth are the province of all humans. The document states that these areas are open to exploration, development, use, and the establishment of a permanent presence by American citizens consistent with United States law and the international obligations of the United States. The proclamation was published in the Federal Register on November 6, 2026. The proclamation, numbered 11079, says the United States “will return to the Moon by 2028” and lay the foundation for a permanent American lunar presence, and it looks ahead to the first American setting foot on Mars.
